SPARC PR1902: Help required

I think this instruction should be recognized.

If TARGET_FPU had been set, it'd have been recognized as the last
alternative of movsf_insn_novis.  There's nothing FPU-specific about
that instruction, so probably the right thing is to write a
new insn that recognizes it.  In fact, nearly all the alternatives
of this insn are not FPU-specific.
