Native linux egcs snapshots have no problems with:

-I../../src.libstdc++/libio -g -fvtable-thunks -D_GNU_SOURCE
-fno-implicit-templates -fimplicit-templates -fstrict-aliasing
-fno-honor-std -c -fPIC -DPIC ../../src.libstdc++/src/locale-inst.cc -o
locale-inst.lo

And likewise with a native 1.1.2 compiler:
%$ncomp/H-x86-egcs-1.1.2/bin/g++ -DHAVE_CONFIG_H -I.
-I../../src.libstdc++/src -I.. -nostdinc++ -I../../src.libstdc++

So perhaps this is platform-specific?
