egcs-1.1.1 on FreeBSD-2.2.8 compile problems

Hi,
As stated in the subject, I can't get v3 to compile on my machine.
First problem is caused by wint_t not being defined in stddef.h on my
system. This causes problem in the string subdir while compiling
wmemcmp.c. I got around this one by hacking /usr/include/stddef.h so
that wint_t is typedef'd as int.
Second problem is caused by not having wchar.h on my system. This causes
problem in the src subdir while compiling complex.cc. This problem I
can't get around, not knowing if wchar.h should or not be part of my
compiler distribution.
On FreeBSD, the "system compiler" is still gcc-2.7.2.1, though I
installed egcs-1.1.1 uder /usr/local. This means that all headers in
/usr/include are still the ones from gcc-2.7.2 (am I mistaken here ?).
What I'd like to know is who is responsible for having the proper
headers on a system ? Is it the system designer, or the compiler's job ?
Shouldn't egcs install those headers that are missing or incomplete ? If
not, how can anyone ever compile the stdlib without wchar.h ? I thought
this library was tailor made for egcs ?
Maybe there is something fundamental I don't understand about system
headers, and if someone can shed some light, I'd be delighted =)
