I guess it depends on whether you think "highly inaccuarate"[1] material
is a "good, free, introduction".  Please, do sit down and work through
those appendices.  I suppose you want to talk to the EDG guys -- they
are available for anyone who is interested in having any _technical_
discussion about export.  Last time I talked with Steve Adamczyk
about the export issue, he would welcome any question and try to answer 
them as accurately as possible.  He would welcome a competing
implementation of export.
