I think a big part of this problem is that there are only a few people actively
working on mainline. We probably have more patches for tree-ssa than for
mainline.

It's already done in Bugzilla. Optimization bugs (but not regressions!) or
enhancements which are fixed in tree-ssa are marked as suspended.
