It's simply not well-defined. :-( It gets bugs which are really in all
kinds of different components, and are better solved there.
We have the 'build' keyword for things which inhibit the building of GCC,
which works better.
However, perhaps a 'build' component is desirable for bugs which relate
solely to the build/install process and to nothing else. I suppose it
could even be called 'bootstrap', but it needs a more specific description.
