At a guess, Rudy means symlinks on the subversions.gnu.org copy of the
cvsroot?

Then what do you propose? Yes, CVS for GCC is hosted on "gcc.gnu.org",
as Chris said. It has never been hosted on Savannah, only mirrored,
but the mirror has been extremely useful.
