It's been turned off because of the gnu.org security breach.  No idea
when it will be back on; presumably they aren't done yet with checking
and rebuilding.

Unfortunately if everyone switches to that, it will slow down CVS for
developers, which is why we asked read-only CVS users to use subversions.
I'm not sure how much of a problem this will be though.
