I agree; the bugs have to get into Bugzilla one way or the other.
I picture it happening this way:
#1: get the Bugzilla traffic out of gcc-bugs. The list is suddenly 10%
of what it used to be.
#2: when someone does send something to the greatly reduced-in-traffic
gcc-bugs, we ask them to file the bug in Bugzilla or with gccbug
(unless we can tell immediately that it's not a bug).
If they can't, for some reason, we might try to help them get a
test case in Bugzilla.
RMS agrees that we're not expected to do magic here; if someone won't work
with us to get a bug characterized well enough to put into Bugzilla, of
course we would have to drop it.
