downloadable manual texinfo files and webmaster contact

There doesn't seem to be an obvious link to download the GCC manuals
as texinfo files anymore.
Can one be made available please?
And another thing... there is no webmaster contact for the GCC
pages. Sending website issues to this list seems like overkill and
sending to the GNU webmasters is unlikely to get a response this
decade.
Can the GCC webmasters setup a contact on their web pages?
