    I presented a potential solution but it was rejected, not because it
    didn't work, but because the reviewer felt that a totally different
    solution would be better.  This is consistent with what you are
    suggesting but it doesn't get us any closer to a fix.

That can indeed happen once in a while, but how often does it happen?
Are we talking about something that happens every month, every year,
or every few years?  I don't remember that particular patch and don't
remember this sort of thing happening often, so I suspect it's quite rare.
