Subject: all daily bootstraps on *.freebsd.org using GNU make

FYI, I switched all machines to use GNU make for bootstraps instead of
the two-day cycle between BSD make and GNU make.  This includes both
the mainline and the branch testers.

On a related matter: due to a note from David, I will be adding x86_64
(sooner) and ia64 (later) daily testing.  Continued thanks to the
FreeBSD project for those machine resources.
