Message size limits

(a) Could the exact message size limits, or the absence thereof, for all
the gcc lists, be documented?
(b) Could a message size limit be applied to gcc-prs? While there might
be some use in fairly large attachments being received on that list - if
gnatsweb learnt to have them sent out as proper MIME messages rather than
needing manual decoding, and if gnatsweb automatically compressed them - I
don't think 25Mbyte attachments (PR 3581) are going to be sufficiently
useful to their recipients to justify sending them to the list. I suggest
2Mbyte as the limit; only the following PRs in the database are larger
than that:
