langinfo.h on glibc-2.1.94

what needs to be done:

shadow nl_langinfo.h much the same way that pthread.h was shadowed.

i know it sounds insane, given how much the directory structure has 
changed in the last 3-4 days, but i'm planning on doing the final bits 
(moving shadow -> include/c_std, sorting /include/bits/std_c*.h headers 
into include/c, etc) tomorrow.
