I think 4.3 contains David Daney's change to give resource symbols a
mangling and make them public. The intent of this is to let you use a
plain old -u with a symbol name to force a given resource to be linked
in. IOW, this should be a bit simpler in 4.3 and you should be able
to link in only the data for the locales you want.
