Both.  Most of the code comes from Classpath and would have to be 
maintained there.

Officially for libgcj the maintainers are:

libgcj                  Tom Tromey              tromey@redhat.com
libgcj                  Bryce McKinlay          bryce@gcc.gnu.org

For classpath it has never been clear to me who is in control.
