That is not the intention. JNI is mentioned a few places, mostly
to indicate similarities or differences. I see very few places
where understanding CNI depends on knowing JNI. The main exception
I could find is the "reflection" chapter; that should be fleshed
out so it can stand alone.

It would be great to have some contributor improving the
documentation. If you have a simple illustrative example,
by all means submit it. Likewise, for better explanatory text.
It would of course easiest if changes are submitted in the
form of patches to the cni.sgml source document, which is
included in the libgcj distribution. cni.sgml is written
in docbook, but it should be easy enough to figure out how
the write it from the source. Or, check out http://docbook.org/
