Yes.  4.14 is out, but I haven't had the time to import it yet.  I can
probably do this in about two weeks.

It isn't so much that we chose 4.13a2 over 4.14 as that 4.13a2 was the
most recent release when we did our work, and we haven't yet had the
time to do an import.

Doing an import shouldn't be very difficult, I hope.

That's a danger, but it is one we just have to live with.  It is
probably better to move forward and fix bugs that arise than to remain
in one place.
