[SC] Contributing the Algol 68 Front-End to GCC.

As a purely administrative email to the SC, separate from my other statement of
support: I do not see the Algol 68 request listed on
https://gcc.gnu.org/wiki/gcc-steering-committee under "Outstanding
nominations and issues".

Could it be added please? Thanks.
