I wonder what their view is. Annex F says:

  The +, −, *, and / operators provide the IEC 60559 add, subtract,
  multiply, and divide operations.

As IEC 60559 (= IEEE 754-1985) requires correct rounding to the
target format, double rounding is forbidden.
