Information regarding -fPIC support for Interix gcc

Please look at the patch:

It was intended for cygwin/mingw but should work for interix too if
TARGET_CYGMING
is defined.
The patch needs some changes in GNU linker in order for it to work correctly.
(See the thread in gcc-patches for details) . I am working on the
linker changes and
will post it when the testing is complete.
