And people writing things on the Wiki have made a choice for equally
sound reasons.  Just to name two reasons:

1) they can do 1000 lines of documentation work on the Wiki now, as in
   right here right now; or go through months of patch nit-picking a 12
   line patch and work incrementally.
2) they don't have to write a copyright assignment and go through other
   barriers.

Personally I strongly prefer working on the wiki over working on the
GCC manual for internals stuff.
