Bugzilla: Reporter filing bugs to oneself

You don't have edit privileges, so you can't edit bugs, even to assign 
them to yourself.
It doesn't check who the submitter is, only who the person trying to do 
the edit is.
Since I see you are write-after-approval, i'll add edit privs to your 
bugzilla account.
