Bugzilla's Patch mechanism

How would you differ between patches and testcase attachements?
Why should untested "please-try-if-they-fix-the-problem" patches be copied 
to gcc-patches?  I think if we want such forwarding at all (I for instance 
am not that thrilled) it should only happen if some magic "forward-me" 
string is in the comment.
