htdocs/java/papers seems like an exception to this - but it may also be a
bad exception (that should be replaced by links to papers on authors' own
sites or elsewhere) considering much of the HTML there is rather lower
quality than that on the rest of the site and that no other GCC-related
papers go on gcc.gnu.org.
