I did previously raise that point

follow-ups.  I noted it again
<http://gcc.gnu.org/ml/gcc/2002-01/msg00911.html>; it was stated in
another branch of that thread
<http://gcc.gnu.org/ml/gcc/2002-01/msg00922.html> that the FSF wouldn't be
able to agree to a SPEC licence, but that doesn't answer the question of
whether the GCC development community (in general) would be able to have
licences for those individuals who could agree to the licence terms, given
that no central body but only individuals would be able to sign licences.
