Proposed targets to deprecate (sigh)

These CPU targets have no maintainer:

arc
d30v
dsp16xx
frv
i370
ns32k
pdp11

I think we should advertise (where?) that maintainers are wanted, and if 
we don't get any, deprecate them at the next opportunity.  At the moment 
they're just bit-rotting away...
