With GNATS, there was no way to distinguish bugs that were downgraded
before 3.3 but with the hope that they would be fixed for 3.3.1, and those
postponed to 3.4. So 3.3.1 is the appropriate milestone for bugs
downgraded in GNATS, and they can be pushed to 3.3.2 or 3.4 if
appropriate.
