It's a 3 step process:
1. Create a branchpoint tag
$ cvs -d <repository> rtag <branch-name>-branchpoint
2. Create a branch off of that branchpoint
$ cvs -d <repository> rtag -b -r <branch-name>-branchpoint <branch-name> gcc
3. Check-out the newly created branch
$ cvs -d <repository> co -r <branch-name>
That's what I've used in the past to create branches. I also have an
automatic script for doing mainline->branch merges, if you're
interested.
