Request for help branching. :-(

I'd like to make a branch in the repository, and I'd like to do it the 
Right Way(TM).  But I'm not quite sure how.

I would be making a branch to work on moving bootstrap to the top level, 
which means I really only need to branch a small number of files.

I'm not sure -exactly- what process I should use to tag the 
branchpoint, branch what I need to, and avoid causing unnecessary trouble.
And yes, I have read the CVS manual. :-(
