Bugzilla keeps track of the most duplicate bugs,
 From the new bug page:
Before reporting a bug, please read the bug writing guidelines, please 
look at the list of most frequently reported bugs, and please search 
for the bug

frequently reported bugs is link to bugs which have large number of 
duplicates <http://gcc.gnu.org/bugzilla/duplicates.cgi> so at least 
when people go to enter a new bug, they might see that and look at the 
reported bugs.
