release tarballs should have LAST_UPDATED containing release tag?

It's not needed, for sure, but I do like the idea of having such a
file in our tarballs.  Dan's patch with Andreas' fix are approved for
mainline (and 3.3, if I'm still entitled to approve patches for it).
