Add Giovanni Bajo as GNATS only maintainer

I am happy to say that we finally got a GNATS account for Giovanni Bajo
(thanks, Gerald, for doing this). He has been reducing testcases in large
numbers recently, as well as checking many of those old and nearly
forgotten reports that we still have in GNATS. He then usually sent all
this to me to do the actual database work. I truly expect to have some
more time for myself every day now that he can do this himself.

Welcome on board, Giovanni, and keep up your good work!
