It's mostly possible to build a cross-compiler.  Last time I tried, 
there was some bit-rot in the binutils support for pe-coff - some 
relocations weren't being handled correctly - but this was at least 
six months ago, so the story may be much better now....

I don't believe that anyone's done the work to make WinCE a host for 
development, or WHY anyone would think that was a good idea :-)
