GCC 3.1.1

We have now got a pretty long list of regressions that we need to fix
before GCC 3.1.1.

To that end, I'm going to ask people to stop working on mainline
development and work on fixing these regressions.

I don't have the authority to enforce that, but I will make it a request.

There are regressions in almost every part of the compiler: front ends,
back ends, middle end, build system, runtime libraries.  If you grab a
bug or two, and nail 'em, we'll be in good shape very quickly.

If there are outstanding patches for bugs on the high-priority list that
haven't been reviewed, send them to me personally and I wil review them.
