I think we should revert it.  As you know, I think this is the right
approach -- but since we're not going to go with it even for GCC 3.2
I think we're complicating things.  In particular, we're changing the
rules around for GCC 3.1.1 and GCC 3.1.2 -- but then reverting back
to the GCC 3.1 way when we hit GCC 3.2.  That's probably not in our
users' best interest.

Instead, please mark PR 7090 as a high-priority regression.  DJ, please
work on this bug.
