vax/vms obseletion

Again, there seems to be consensus that vax/vms can and should be
obseleted.  These are now approved.

I don't have write access to the cvs repository.

Dave Anglin, could you commit these for me, please?

I'd like these to go in for 3.2 so that the actual deletion of all the
VMS-specific cruft can get into 3.3.  Thanks in advance.
