GCC 3.0.3 Prerelease

I spun prerelease tarballs last night -- but unfortunately I have
received email indicating that the PowerPC port does not bootstrap
on the branch.  Obviously, we need to fix that.

Alan Modra is working on a patch.  If that seems too risky, or takes
too long, I will revert the offending patch (from a few days ago)
that caused the problem.

Once PowerPC is back in decent shape, I will spin the prerelease.
Then, we will wait a few days for the release, meaning that we will be a
few days behind the targeted 2001-12-15 release date.
