It looks suspiciously like the Cray (Parallel Vector, i.e. Cray Classic)
character pointer format.

The word (64 bits) address is in the lower 32 bits of the pointer and
the bit offset within the word is in the upper 6 bits of the pointer.

[ With this information at hand, estimate the number of instructions
necessary to encode the loop body in:

f(char *s, char *t)
{
	while (*s++ = *t++)
		;
}

given only word sized loads, stores and shifts. Use of a slide rule is
permitted. ]
