gcc 2.98 release better approach?

I agree with Mike here. There are all sorts of reasons for people to
take various versions at various times to meet various requirements.
It is a good thing if we can coordinate all the releases, but as more
and more people use gcc in various environments that will be harder.
What we should try to do is to keep the sources as clean as possible
(I strongly agree with Mike's zero test failure goal), and make sure
that when people "abscond" with snapshots, they know what they are getting
and what they are doing.
