m68k-coff illegal code generation patch

Hello

There is a serious bug in the latest release
of gcc (2.95.2) or binutils that affect
code generation for a m68k-coff target
when the targeted cpu is less than a 68020.

The generated code illegaly contains
a brsl command which is illegal in those targets.

Included is a patch that fixes that problem
and I hope it doesn't introduce any more.
