Right.  What we were planning/expecting is that mirrors would update via
rsync or CVSup on some regular basis -- we don't know what that period would
be, it might even be different for various mirrors depending on their load
and net connectivity.

anoncvs access (which is the vast majority of CVS accesses) would only be
allowed at mirror sites.  gcc.gnu.org would only be for folks with r/w CVS
access.

Right now anoncvs.cygnus.com == gcc.gnu.org.  That will change in the future.
