GCC 3.0 Release Criteria

OK, I'll bite :) When I'm back at my desk in a week I'll see which of our
machines suits the category > 0.5 GB and try to run the full LAPACK. BTW,
I'll also try and see if we have machine that's permenantly here so as to
set it up for regular benchmark runs.
