cp/inc licensing

Many of the C++ run-time support headers (like cp/inc/new) do not
carry licensing information of any kind.  Is that intentional?

Under what license does this code fall?  I assume that something
similar to the libstdc++ v3 license should be applied, but I couldn't
figure this out from looking at the headers themselves.
