fixincl depends on GCC?

Correct.  It is a host tool.

Such as?  Examples really help track down problems.

Really?  Then something awful strange must have happened because I managed to
build and use fixincl with the native compiler on aix4.2, sunos4.1 and
osf4.0a.

I don't doubt you're seeing a problem, but we need more details so that we
can solve it.
