fixincl depends on GCC?

fixincl seems to be built with the native compiler designated to
and/or discovered by configure, but it also seems to use GCC-specific
header files (or at least it searches in the source directory). If the
"native" compiler is not a variant of GCC, this fails. Is this new
fixincludes methodology only suppose to work on a system with GCC already
installed (let alone the autogen dependency)? The build process will fall
back to the shell-script variant, but this dependency still seems odd.
