I can do this PROVIDED someone sends me a sample bug report and tells me what the output format is [the machine I am using over the summer doesn't have egcs].

Someone post the requirements to me via email along with the database system we are using and I will have this done.

Have a default login with SELECT and WRITE permissions.
>   those with CVS write access should be allowed to change bug report states.
Create individual accounts with MODIFY access.
>   maintainers should have some way of indicating patch approval.
>   automatic cc'ing about patches ready for approval
Create a mailing list, whenever a patch has been submitted, email goes out to the whole mailing list.
