AFAIK bison is needed primarily to install flex, if that is needed.  To take
hpux10.20 as an example, if the vendor's extra-cost "ANSI C" is installed, it
brings a full lex installation which satifies egcs.  If not, the existence of
libl causes egcs to mis-configure on the assumption that lex is also present.
Installing flex (which in turn requires bison) fixes that.
