	EGCS seems to fail when building with AIX 4.3 Make as well, from
what I have heard.  AIX Make also is POSIX compliant.  I think it is a bad
idea to require GNU Make for GCC just the same as we stand on our heads to
allow GCC to be built with vendor compilers.
