egcs 1.1b for solaris on intel

Some of the BSD people are flaming us for requiring GNU make (formerly
it was only needed on platforms with particularly broken makes, now
it seems to be a requirement everywhere. That is, gcc 2.7.x built OK
with BSD's make while egcs does not, if I understand the issue correctly).
Since they are fond of the "make world" paridigm where everything on the
system is built from source all at once, it appears that egcs doesn't fit
into that structure (since they would be using their own make, which they
claim is Posix-compliant).
What specific features of GNU make are we requiring? Unfortunately I
haven't seen the BSD failures myself, so it's not clear to me.
